敷地は、地域開発整備公団を開発事業者とした「いわきニュータウン中央業務地区」に位置し、施設の設計に先立ち中央業務地区全体(約5ヘクタール) のアーバンデザインが求められました。アーバンヴォイドの概念に基づく新しい業務地区の景観を誘導する地区計画として、各所に設けたオープンスペースが平坦な地形に活力を生み出す空間的仕掛けを提案しました。中央業務地区の中枢施設であるこの施設は、オープンスペースに浮かぶ島あるいは船として設定され、オープンスペースと施設のヴォリュームとの関係性を構築しながら、これから形作られていく地区の環境的指針の提示を行いました。いわきニュータウン中央業務地区のセンターとなるこのオフィスビルは2つの銀行、市民サービスセンター、情報関連企業、郵便局、整備公団、レストラン、カフェなどが入る複合ビルです。中央業務地区全体のアーバンデザインに調和するよう大きなひとつのヴォリュームにすることを避け、表現の異なる二つのブロックとし、赤いステップとブリッジが印象的なアトリウムロビーで連結しています。また森に隣接する面は段状にしてテラスを設け植栽を施し、森への連続感を演出すると同時に、テラスには社員の休憩スペースなどを配し快適なオフィス空間を実現しました。

The site is situated at the Central Business District of Iwaki New Town, which was established by the Housing and Urban Development Corporation. Before designing the building, a total urban planning of the Central Business District (approx. 5 ha) was needed for this project. We proposed a spatial device as district plan based on the notion of Urban Void guiding a new landscape of the Business District so that open spaces at various points would produce some energy on the flat land. The central institution in the Business District was conceived a floating island or ship. While establishing a relationship between the open spaces and the volume of the building, we proposed the environmental guideline on this developing area. Iwaki New Town Center is the central complex of Business District. It is comprised of two banks, community service office, IT enterprise, post office, Housing and Urban Development Corp., restaurant and cafe. In spite of a massive volume, two differently designed blocks are connected by red-painted steps and atrium lobby with outstanding bridge to be involved with the Central Business District. For providing a sense of continuity, stepped terrace and plants are distributed on the adjacent side of the forest. A relaxation space for staffs is placed at the terrace to realize a comfortable working space.
